If I mount my Firestick CB antenna to this tail light mount,
http://www.quadratec.com/cgi-bin/sgin0101.exe?T1=96080+101&UREQA=1&UREQB=2&UREQC=3&UREQD=4&FNM=00&UID=2004012814143224
will it be properly grounded? If not, what do I need to do to have a proper ground?

What you need for a good ground is bare metal.

Make sure that at least one bolt connect to bare metal of the mount to bare metal of the body.
You can use an Conductive Anti-Corrosion Paste between the bare metal parts to reduce the rusting.
