Removing Fender Flares

Please tell me there is an easier way to remove old fender flares. I have a 97 TJ and I am trying to replace the old flares with new 7"extended ones. The old flare's bolts are rusty, and the housing just spins. (I tried holding it woth pliers, but no dice) Should I cut these off? If so, what tool should I use? ANyone know any good tricks on how to deal with these little SOBs?

1) drill the side.
2) chain em up.
3) get a friend to drive fast in a direction perpendicular to your jeep!

dremel with cutting wheel,cut the head off, remove flare, then yank the bastards out of there.
