I believe when I shift into 4H it goes in, however it does not indicate this on the dash of my TJ. Is this a problem with my fuse or my actual transfer ccase? any ideas?

I'm not sure if the TJ's use the same vacuum set up that the YJ's do- but if that's the case- it could be your problem. Its happened to me a bunch... I couldn't figure out why I didn't have 4-WD or for that matter- the light. Turns out the actuator was just slightly disconnected. I pushed it back on and everything worked again. Worth a shot anyway...

The TJs use a switch on the transfer case, no vacuum disconnect on them.
Have you checked the bulb, I'd suspect the bulb is burned out, before the switch.
Honestly you're in 4WD when you pull that lever back, do you really need the light?
