ger rid of the vaccum actuater, get rid of the shift fork and weld the axles and the collars together, cap off the hole? will it work or is it a dumb idea?

get rid of the shift fork and weld the axles and the collars togetherYou know welding the axles together might not be a good plan, how would you get the shafts out again if you had too? The collar has to come out the hole for the acuator, it can't slide out either of the axle tubes, heck without being able to remove the axleshafts, even change a wheel joint would be interesting.
Anyways, I really think the actuator gets a bad wrap, up until my axle swap I had no problems out of mine, that is after I drained the water out of it the first time. After that I zip-tied the vacuum lines, and never had a problem again. That disconnect really is a good thing to have, it allows your driveshaft to sit still while going down the road, it would allow you to have a front locker, and never notice it at all when in 2WD.
You can get manual cables for the shift fork, I've even seen people modify there exsisting vacuum acuators using a throttle cable.
Yet another option is to use the one piece inner axle out of a cherokee, or newer Jeep, then make a block off plate, and add a seal inside the differential so fluid doesn't get over there anymore.
What problems are you having with yours?

i think you are the first person i have ever heard of not having problems with itMy friends that have had problems with it, and all the needed to do was drain the water out of it, its really not a bad system.
Anyways welding the shafts would weaken them some, and it would work I guess, but like I said how would you remove the shaft to change a seal, or wheel joint if you had to?

A better idea would be to find a TJ, XJ or ZJ front D30 and swap it in. These models never used the (stupid) disconnect system. You'll have to have your brackets swapped over, but that's no biggie.

A better idea would be to find a TJ, XJ or ZJ front D30 and swap it in. All you need is teh one piece inner shaft, not the whole axle. And then one new passenger side seal to fit the one piece inner.
