2000 Wrangler 4.0 AT stock
Symptoms exhibited--
-Will not start off installed battery.
-Battery reads 12.4v at terminals.
-Jeep starts w/jump, but shuts off as soon as gas pedal is released.
-Voltmeter reads 14v in Jeep while running
Similar situation occurred with a friend's '98 2 days earlier
Thanks in advance for any help/ideas.

Check your battery cables
If the battery reads 12.4 volts it is charged. If when the engine is running the voltmeter reads 14v, the alternator is working. And if the alternator wasnt working, it would drain th battery. Check your cables.

Did this problem just pop up or did you maybe dunk the Jeep in a stream, etc?

I had a similar problem. Turned out the negative post on the battery was broken internally. I would definitely say you have a bad connection somewhere, I would start with the cables & battery (even if its showing 12.4 volts swap in another to see if it works) and go from there looking for shorts.
Could be the cat. Mine died when the cat plugged up. It would not start till a new cat was installed. I was on the way home after work when the rig lost power and quit running. You might check into the converter idea.
