What year did Jeep start putting those black plastic covers on the tailgate hinges?

They started putting them on 2004 models with a build date after 12/19/03. ;)

They won't work on older TJs. Jeep changed the hinges when they came out with the covers. A buddy of mine tried putting these covers on his 98 and they wouldn't fit on his hinges.
